About DPIIT IPR Chair

Department for Promotion of Industries and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India, launched a Scheme for Pedagogy & Research in IPRs for Holistic Education & Academia (SPRIHA) in the year 2016 under which IPR Chairs have been set up in select universities and academic institutes. This was in accordance National IPR Policy launched by the Government of India in 2016, which proclaims, as one of the objectives under section 7.2 as, “Strengthen IP Chairs in educational institutes of higher learning to provide quality teaching and research, develop teaching capacity and curricula and evaluate their work on performance based criteria.”

CNLU Patna has been granted/sanctioned IPR Chair by DPIIT, Ministry of Commerce and Industry, Government of India.

DPIIT has formulated the norms for establishing and functioning of the IPR Chair under SPRIHA. Accordingly, the University has appointed Prof. Dr.  Subhash C. Roy, Professor of Chanakya National Law University as IPR Chair Professor with effect from 27TH April 2023.

Vision: To create a vibrant and Sustainable IP ecosystem in the university.

Mission: To serve and support university researchers in the pursuit of IP creation, protection, and commercialization.

Mandate of the Chair

The objectives for creation and institution of IPR Chairs under SPRIHA are to encourage the study of, education in and research on Intellectual Property Rights (IPR), as well as to promote outreach in IPRs, as elaborated below:

  • Promoting IP education by introducing IPR course at undergraduate level, post-graduate degree/diploma course on IPR, Certificate courses in IPR and Distance learning/Online courses on IPR;
  • Foster research in IPR-related matters and highlight the policy relevance thereof;
  • Conducting Studies commissioned by DPIIT;
  • Creation of IPR knowledge database, repository of case-studies on IPR matters etc.;
  • Develop, formulate and collate inputs/ recommendations of industry, practitioners and academia on IPR issues for policy makers;
  • Providing Scholarships for conducting research in new and emerging IPR are as of interests;
  • Preparation of repertoire of resources/tool kit/guidance/instruction materials for various levels of IPR Courses;
  • Facilitate filing of IPR applications to further strengthen IP as a key driver for India’s knowledge driven economy;
  • Focus on research on industry-academia mutual relationship and cooperation as well as identify the communication gaps between academia and industries in effective technology sharing/joint research etc.

It’s a matter of great pleasure and pride for all of us that DPIIT-IPR CHAIR has been established in Chanakya National Law University Patna; by the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry (DPIIT), Government of India New Delhi.

In the modern world, intellectual property rights have a significant influence on international and national trade of every nation. Nowadays, every business in the world is based on patents, trademark and industrial design. Research and innovation is the backbone of any economy, especially for a developing nation. With the government enabling policies that push for innovation, India is poised to become a leading science and technology hub.

The present era has realized the importance of IPR laws. It is not only innovation but also the Brand which matters in today’s world. Strong IP laws make a huge contribution to both the overall economy of the country and their respective states. Creation and innovation is the primary objectives of each and every industry in the world. Each and every economy are now promoting their businesses through intellectual assets .It is very important to protect the interest and rights of people who are engaged in innovation/inventions ,directly or indirectly, linked to technological ,economic and commercial development of the country. The Intellectual property Rights are not limited to patents, copyrights trade mark or design as industrial property only. It includes Community property also, such as Geographical Indications, Traditional knowledge and benefits sharing, Biodiversity, Biotechnology, Herbs, medicinal plants, and Farmers Rights and plants varieties.  India, being the member of TRIPS and WTO, has strong legislation accordingly. I hope that IPR Chair will work over legislative matters for the promotion of international trade also. The IPR Chair should work for the empowerment of rural mass and their economic wellbeing. The National IPR Policy 2016, is bench mark for all the initiatives to be taken up, for the chair    In order to achieve objectives, the IPR Chair should work for teaching, training, campaigns, research projects and many more activities in the field of IP ecosystem. The Chair must encourage the study of IPRs in institutions/schools/colleges, which is one of the many objectives required to be achieved under SPRIHA.

I hope, in years to come, the office of the Chair Professor, will take up the opportunities in the state of Bihar to accomplish its desired objectives. I wish all the best to Prof. Dr. Subhash C. Roy, the first DPIIT-IPR Chair Professor in his endeavour.

It’s a matter of great pleasure that DPIIT-IPR CHAIR has been established in Chanakya National Law University Patna, by the Notification of the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry (DPIIT), Government of India, New Delhi, in April 2023

India is a nation where knowledge is the main driver for holistic development. Innovation always needs investments of mind. India is at a stage where growth and the focus on development have got to be strengthened from every side and intellectual property rights (IPRs) has an important role in it. Intellectual property rights encourage innovation, which in turn results in economic progress. India is one of the world’s most developing economies, must concentrate on increasing market productivity. India has a long history of providing exceptional services to the entire world. Productivity can be boosted up with better technology and processes.

Intellectual property rights (IPRs) has significant potential to boost up India’s economy towards number one. It is a fact, now a days, a nation is called developed and strong only if it has innovative ecosystem and intellectual wealth. In this background, the significance of IPR becomes a concern not just for the government but for all the other educational institutions/department/ organisations/NGOs etc.

Thus, to implement the National IPR policy, 2016 and the mandate of SPRIHA, the DPIIT-IPR Chair at CNLU will work for the development of IPR ecosystem in the state of Bihar for Industrial progress and internal trade. Surely this effort will help in the creation of jobs, which will lead to economic development. The IPR Chair must undertake activities for the propagation of the mantra “Creative India, Innovative India”. I am confident that DPIIT – IPR CHAIR will work from classroom to grass room in the state of Bihar.

Dr. Subhash Chandra Roy is Professor of Law, Dean Research & Development and Director (Centre for Innovation Research and Facilitation in Intellectual Property for Humanity and Development) in Chanakya National law University Patna. He did his Graduation, Post-graduation and Doctorate from T.M. Bhagalpur University in ‘English’ literature’ and ‘Law’, (Ph.D.-IPRs).Before joining and continuing in  academics for the last twenty one years , he joined Bar at Bhagalpur District Court and practiced for five years.  Dr. Roy is an academician and believes in the cult of student – ‘a disciplined learner’. Besides teaching in Chanakya National Law University, he has been visiting professor in PUSA Agriculture University (Bihar), National Institute of Pharmaceutical and Research (NIPER) Hajipur, Bihar Judicial Academy, Patna, Bihar Public Administration Academy WALMI Patna, National Institute of Rural Development (NIRD) Patna and Environmental Science Patna University. He has addressed the Insurance Trainees at various Insurance Training Institutes in Patna, HRDC- RC and OP participants at ASC Lucknow and Patna University, UGC-HRDC Nainital. He is qualified in licentiate and Associate (part) in Insurance from Insurance Institute of India (III) Mumbai and Company secretaries (Inter-part) exams. He has undergone online courses in Disaster management from NIDM(New Delhi).He has undergone various legal  training program in- Environmental Law, ADR, Corporate Law, Labour and Industrial Law, IPR, Human Rights, ,Cyber Law, Research Methodology, Disaster management, Consumer Protection from the reputed Universities and Academic Staff Colleges, i.e. Refresher courses, professional development courses and legal training – BHU, Indian society of international Law (ISIL), NLU New Delhi, NLSIU Bangalore, NUJS Kolkata, CNLU Patna, Allahabad university, ASC Lucknow, ASC Kumaun University Nainital (UK), Indian Institute of Public Administration New Delhi, NIRD Eastern zone, Salgoankar Law College Goa, Cochin University of Science and Technology (CUSAT),Anna University Chennai, Dept. of Law Trivandrum University Kerala, Azim-Prem Ji University Bengaluru, NlSUI Bengaluru, Gujarat National Law University, NLU  Assam. He has been composing poems in English (The Invisible law –collection of poems, is under publication). He has been Coordinator-Academic and Research (2009-31st March 2017). Dean Research and Development (from 1st April 2017 onwards), and IQAC- Coordinator (June 2015-3rd July 2022) at CNLU. He is Director of the Centre on IPR (CIRF in IPHD) from January 2020–. He has been appointed DPIIT-CHAIR PROFESSOR from 3rd May 2023.He has supervised LL.M., and Ph.D. Course work dissertations. He has evaluated around forty LL.M and thirty Ph.D. and Ph.D. Course work Dissertation. He has been expert in Ph.D. Viva-voce. He has chaired sessions in seminars and delivered keynote addresses also. He has Honour of Sharing Dias with Hon’ble Padma Sri NR Madhav Menon Sir in 2018 at RCL Bengaluru.  He has supervised and produced Ph.D. and LL.D., and around half a dozen scholars are undergoing doctoral research (Ph.D., LL.D., and D.Phil.) under his supervision. He has been a member of Academic Council, Executive Council and General Council in CNLU. He is member in the Board of Studies at, VBU Hazaribagh, Manipur University, Allahabad University and MHNLU Aurangabad University. He has been on the Board of Examination screening and Selection Committee at various University as well as in Government Expert Panel (Labour Reform) Committee. He has delivered around 100 Special lectures in various University as Resource person and visitor. He has organised fifteen National seminar/webinar and International workshop on Research writing in CNLU with Northumbria University London in 2019, one International Seminar (IPR) on 17th April, 2021 in Collaboration with Law Mantra and other NLUs. He has organised three webinars also during lockdown period on MSME and Community Intellectual Property. He has been participating as well as delivering lectures   as resource person ‘on line’ in different webinars He is interested in inter-disciplinary/multi-disciplinary and Cross Disciplinary research and accordingly supervises his scholars. Dr. Roy has been member of various Academic organizations/committees / associations in India-.Indian Society of Criminology(ISC), Indian Society of Labour Economics(ISLE), Indian Council of Arbitration(ICA), Indian Institute of Public Administration (IIPA) , Indian Law Institute (ILI) New Delhi ,Centre for International Law (CIL) Singapore etc. His hobby includes reading, visiting to Educational Institutions/Universities and travel to Natural destinations. He has interest in academic friendship, and believes that Academic institutions are ‘Modern Temple-The place of learning and salvation’. The hunger for learning is continued with a mission to sharing and developing entrepreneurship in legal education. He has been encouraging the younger generations and budding academicians for undergoing Training and Research.
